Charles W. Scott, President and Chairman of the Board of Directors
Mr. Scott directs the acquisition, development and execution of environmental and facility projects supporting JMWA federal, state, municipal and commercial clients throughout the United States, Pacific, Europe, and Southwest Asia. Mr. Scott has 30 years experience in the management of DoD's largest environmental and construction programs throughout CONUS, Southeast and Southwest Asia, Europe, the Pacific, the Azores, and Central America. Mr. Scott served as Director of Environmental Restoration and Director of Construction Management for the Air Force Center for Environmental Excellence. While assigned to AFCEE, he developed and implemented the first worldwide Air Force environmental compliance and restoration program supporting active and closing installations. He served as Commander, Headquarters Air Combat Command Civil Engineer Squadron where he directed the environmental restoration, pollution prevention and facility design and construction programs for ACC installations worldwide. He also served as Assistant Director for Air Force Military Construction (MILCON) Programs, Headquarters U. S. Army Corps of Engineers. Mr. Scott is a registered architect, registered environmental manager, registered interior designer and certified facility manager.
Mr. Scott has a M.S., Industrial (Construction) Management degree from Georgia Institute of Technology, a M.S. Business Administration degree from the University of Northern Colorado, and a Bachelor of Architecture from Kansas State University.

Jim Emery, CFO/CEO
James W. Emery, Jr. has led JMWA's finance and accounting activities through several key milestones associated with a rapidly growing company. Mr. Emery lead the effort to build the infrastructure to support all elements of federal government contracting included: transitioning to a new accounting system; streamlining the billing process; obtaining annual DCAA provisional rates; and overseeing the development of the process for submitting the required annual incurred cost report to the Federal government. Additionally, he is responsible for sustaining the financial health of the company-including managing the comprehensive tax planning for federal and thirty plus states, which he implemented. Mr. Emery is also responsible for overseeing the corporation's proposal costing. His efforts have helped the company win contacts with capacity totaling more than a billion dollars. His work to improve the company does not stop with financials. Mr. Emery directed the development of the IT infrastructure from stand alone office networks to enterprise wide network connecting three major offices and multiple project sites.
In December 2001, Mr. Emery became an owner of JMWA and in January 2005 the Board of Directors made him the Corporate Secretary.
Mr. Emery worked as a project manager/engineer for several organizations before joining JMWA, overseeing a variety of engineering projects to include: developing the entire master design schedule, certification schedule, manufacturing schedule, and capital requirements for the development of a fixed wing aircraft with two manufacturing sites, one in the United States and the other in Eastern Europe. Mr. Emery played a key role in the merger between a regional U.S. aircraft manufacturer and a European company.
Prior to the corporate world, Mr. Emery served in the United States Navy on the P-3 Orion Aircraft and as an Aeronautical Engineering Duty Officer. His top assignments included the deployments all over the world; Tomahawk Cruise Missile program where he participated in 17 test launches; and the Joint Electronic Warfare Center researching and developing special mission items for the armed services.
Mr. Emery also formed and manages the finances of two real estate investment limited liability corporations.
Mr. Emery earned a Bachelor of Science in Electrical Engineering from the United States Naval Academy and a Masters of Science in Aeronautical Engineering from the Naval Post Graduate School.

Howard Warren, Executive Vice President
Mr. Warren provides strategic leadership and corporate-level executive oversight for JMWA. He has over 38 years experience in engineering and environmental management, which includes program support for hazardous waste/materials, pollution prevention, and environmental compliance auditing. His experience includes service as a facility engineer for a large Defense Logistics Agency (DLA) installation. There, he refined the master plan that identified requirements for maintenance, repair, and minor construction to sustain activities at the supply center. He implemented changes that resulted in significant savings in fuel consumption and electricity. Mr. Warren participated in establishing, testing, reviewing, and rewriting the Army protocol policy for conducting environmental audits. He served on the Joint Service Committee responsible for reviewing and updating The Environmental Assessment and Management (TEAM) Guide.
Mr. Warren was instrumental in supporting the development of the U.S. Army Reserve Command's (USARC) environmental program. He pioneered the establishment of environmental programs at the installation level and assisted in developing hazardous waste/material and Environmental Compliance Assessment System training programs throughout USARC. He served as the USARC project manager for pollution prevention and on Army-level committees organized to address environmental issues.
Mr. Warren has a M.S. degree in Industrial & Management Engineering from the University of Iowa and a B.S., Business Management degree from Kansas State University.

Wendell A. Newton, Chief Operating Officer
Mr. Newton serves as Executive Vice president and Chief Operating Officer and is responsible for the executive leadership of the national environmental, facilities and logistics consulting and management groups. He has over twenty-five years experience in leadership and management in the areas of contracts, operations, finance, project management, human resources, and business development.
Recently promoted from J. M. Waller's Executive Vice President of Consulting, Mr. Newton provided comprehensive technical services support for environmental, engineering and facilities projects to Department of Defense and other world-wide Federal clients. He served as senior-level management and provided oversight of environmental and compliance projects as well as projects involving development of facility requirements, master plans, land use and infrastructure plans. He developed and executed capital resource management plans including division and group annual budgets and the management of the technical services support staff.
Mr. Newton has also served as Vice President for J. M. Waller's Operations Division managing the company's professional services resources world-wide and providing oversight to nearly 300 engineering, scientific, management and professional support staff who serve J. M. Waller's federal client base. He was responsible for financial resource planning and execution, technical and cost preparation, project planning and execution, and the direct interface with J. M. Waller's client base.
Prior to joining J. M. Waller, Mr. Newton was a career U. S. Army officer with a number of Field Artillery and Recruiting assignments including service as Director of Operations for the Army's Southeast U.S. Recruiting Region.
Mr. Newton has a Bachelors degree in Vocational Education from Auburn University.
